add option to disable sidebar/addressbar showing in fullscreen when mouse hits edge

[SandandGlass]

currently in fullscreen mode(F11), when your mouse pointer touches the edge of the screen, the sidebar/addressbar appears while the pointer is touching it. it would be great to have an option to disable that behavior. its quite annoying to play games, or navigate websites with ui on the side or top.
