Yes, this is called "caret browsing." It can be turned on by pressing the F7 function key, and that might also turn it off. If that doesn't work to turn it off:
Open the Settings page and type cursor in the tiny search box to filter the long list of settings. Then uncheck the box for "Always use the cursor keys to navigate within pages":
