This is so difficult just to send a bit of feedback, logon, find a discussion that's open, etc
If it wasn' important i wouldn't have continued.
So I have never deliberately selected to have tracking protection only in private windows.
I have just received a dangerous spam email that new exactly the activity I was in the middle of doing: i was setting up an email account.
It looks like the recent firefox update changed my tracking protection to just in private windows.
More than just annoying
