The list of saved passwords displayed during logins is not on the same window level of the browser. If I access a login page where I have saved passwords, and the browser is behind another open program, the list is displayed in the foreground of that other program. For example: 1st level: Firefox browser, 2nd level: another open program, 3rd level: list of suggested passwords. The third level is the topmost level.
