HOW DO I ACTUALLY SEND FEEDBACK

Is there any real way to send feedback? anything i hit or do brings me back to the community stuff which ISN'T at all that what I'm wanting. I want to send feedback about how poorly done the new tabs short cuts are done, I have 3 shortcuts so far and want more but the + button keep disappearing which is insanely annoying and even though I'm going to random sites it continues to do nothing at all.

I hate the upgrades done to the interface. The ADD NEW TAB used to be easy to find. It took e a long time to figure out it was a tiny plus sign  at the end of the URL input field. Also a lot of icons just moved and I cannot restore them to where they were. My menu bar is now a royal mess.
