If you have browsing history checked in address bar settings there is now a browsing history search suggestion at the top, so you go directly to that URL when you click enter instead of doing a web search. This is not changed by checking "show search suggestions ahead of browsing history in address bar results" in search settings. I can't find any way to include browsing history without it being at the top.
