blinking cursor spawns everywhre on the screen and unable to navigate properly

The system is experiencing erratic cursor behavior. A blinking text cursor (caret) appears randomly across the screen. This makes it difficult or impossible to properly navigate the interface or input text. The issue occurs consistently.
