Do not steal focus when dragging unfocused tab.

When you have a tab selected / in focus, and you drag an unfocused tab to a new or different window, or just to a different position on the tab bar, the window from which it was dragged switches focus to a tab that was next to the tab that has just been dragged.

I would like to see this behavior changed so that when an unfocused tab is dragged out of a window, rather than switch the active tab to one that was next to the dragged tab, the focused tab should remain as the same tab that was already in focus.

Case in point...

Lets say I have two windows open. One has a Youtube video playing and in the other window, I'm doing my Christmas shopping. I decide that I want to drag a tab from the Youtube window to the Christmas shopping window. So I scroll through my tabs in the Youtube window using my mouse wheel. The active Youtube tab is left in focus. I find the tab I want to move to the Christmas shopping window and I click and hold the left mouse on it and then drag it to the new window. By clicking and holding on the tab I want to drag, focus switches away from the Youtube tab and to the tab I'm dragging.

I drag the tab to the Christmas shopping window but when I release the tab into the new window, the active tab in the Youtube window switches to what ever tab was to the right of the dragged tab. Or in the event the dragged tab was the furthest to the right on the tab bar, it switches to the tab that was to it's left and that is now the last tab on the tab bar.

I think that clicking and hold on a tab should not steal focus. If a user wants to change focus to the tab in question, they could click on it, and then click and hold. I think this change would also improve the functionality of Tab Groups. As dragging several tabs into a group can involve a lot of back and forth, which might be reduced by my proposed change. Especially if once a tab is detached, the tab bar from which it was detached remains in the same position, even if the in focus tab is not shown.

I do concede that this click and drag behavior when used within a single window, could be a bit confusing. But when it comes to moving tabs between multiple windows, I think it'd make far more sense.
