Why I can't customize my Firefox Home page wallpaper! What's going on?

I don't know if it's me but, I cannot customize my Home page on Firefox?  The Background picture, the Wallpaper? Seriously!

Unless I'm getting too old, I believe this option was available not too long ago !?! Does anyone know about this?
