Vertical tabs should scroll normally

The sidebar with vertical tabs scrolls at a different speed from the rest of the browser. It's even inconsistent with other built-in sidebars like History.

I think it inherits this behavior from the horizontal tab strip, but it should be disabled for vertical tabs.

Does that also happen in Troubleshoot mode (https://support.mozilla.org/en-US/kb/diagnose-firefox-issues-using-troubleshoot-mode/)? If so, you could report it as a possible bug at https://bugzilla.mozilla.org/enter_bug.cgi/.
