Firefox 128.8.1esr (64-bit), Mac –
The popups display and are selectable, but the text remains black. Same whether I click the color icon or the Format menu.

You're using ThunderbirdPerform tests, Use system colors [check or uncheck], and, Override the colors specified by the page with your selections above.
