The Firefox built-in PDF file editor has been out for a while now, however it greatly needs improvement.
The main issue I want to highlight is with the pencil tool. When you draw something, deselect the tool, and go back to draw something over it, you cannot. Instead, it opens a selection box, since you clicked on the drawing.
Another issue is that drawings made using the highlighter tool can't be moved or scaled, which is inconsistent with the behavior of the pencil tool.
The attached GIF shows my attempt to draw a yellow smiley face. I try to color in the circle with the highlighter to no avail (clicking tries to make a selection instead of drawing), so I'm forced to make my yellow circle and then drag my pencil drawing on top of the yellow. Similarly, when I draw the face, I'm unable to draw directly onto the yellow circle I made, and I have to drag it over, like the previous case.
I get that the PDF editor is not designed for drawing, but it would be a quick and easy improvement to make. I first found this problem while using a stylus to do rough calculations while filling out a form.
