If mail.compose.attach.dir points to the dir that does not exists, file attachment dialog does not appear.
And some suggestion - add to dropdown a list with, say, 5 recent locations up to dir, so when clicking on one of them file selection dialog will open in choosen dir. It can sometime save few seconds for user.
