Bookmarks in Toolbar Move Rather Than Scroll

In v116 for Windows, When I open an entry in the Bookmarks Toolbar and touch with one finger to scroll, it grabs a bookmark and drags it to a new position. The expected behavior is that it should scroll. Two-finger drag scrolls.

I am experiencing the same thing on PC tablet with latest update on the ESR Release.   The older versions would allow me to scroll with my finger, now it only allows me to move an individual bookmark either up or down.   I had to revert to older version, disable updates, and all is back to normal.
