Add option to disable text fragment in settings

Now that text fragments has been released, please allow us to easily disable it. There is already an about:config on the desktop version, but on Firefox mobile this is only possible on the beta version.

I do not want text highlighted and one of my favorite features of Firefox was not having support for text fragments. And now we that we have text fragments, I want a way to disable it.

I feel this should be a user choice.
