In the next few years, we're going to see more and more web page adding sound (not like in the 90's but more like subtle sound like when writting in a form or hovering buttons).

While this could enhance the user experience overall, some users might not like it on a website basis or overall at all.

Can we add an option for user and an api use for developers ?

@anon that's not at all what I suggest ... Of course we can all go with our own localStorage and call it a day ! 

The point being that each website (and not extension) is going to have more and more subtle sound in the future of UI/UX, therefore we can take advantage of this before Chrome and implement an api for devs to use to toggle or not the sound per user preferences for this site or globally.
