Localization, generally, is easily one of the worst things to ever happen to software.
I'd list a major, and minor, reason for this:
1) One being that, certainly, there are always terms that are -simply- not translated correctly and that is simply because programs (and software), and computers (hardware), are designed and created in the English language. Even basic things, words, like "File" have no meaning in another language: root of the word, function, meaning, it -just- does NOT exist outside of the English language; and, so, what would even be the purpose of "translating" it. Right?
& 2) The other is file size, and complexity and structure of files. Whether it is to do with having-to-have some sort of XML resemblance and /or similar. As already established, in (1) the first -major- reason, there is NO purpose to having this in the first place... so, why would we even want to, arbitrarily, modify things to suit translation, localization.
It would've been practical, understandable, if we had set up some sort of [open-source] standard in order to be able to link external [XML] files for localization... because currently we're suffering -some- issues, constantly, and in various ways.
It's a, rather, unfortunate situation and I wish that we could (at least!) have en_US versions of programs released! 🙂
