It might be useful to save a few specific active logins and cookies when a user clears all the data in order not to login again on some permanent websites (like messengers or any more valuable accounts)
I see it like a function that lets user add a tab to exceptions and like a checkbox in "Clear All History" menu that will be related to the list of exceptions. The list could be placed somewhere in general settings
In this case, user will be able to clear all unnecessary information and keep what is needed to continue working
The idea is like that
