Functionality for picking your own Homepage / Startpage URL on Android

If not, why isn't there? Are there any workarounds?

This is very important for me, as I prefer to have my To-Do list as a default startpage to help me against distractions.

Found this same issue today, very disappointed in finding out there are *no* workarounds at this moment. On desktop I have an add-on that customizes the homepage, so if only we could get all the add-ons on Android, that might be a workaround. Still, kinda ridiculous that you cannot set your own homepage, it's one of the most standard browser features, I agree!
