Does Firefox Require Server Permission To Operate?

This morning Firefox would not enable itself until after it made a connection with a Server. There was an error message on the screen indicating that connection with the server could not be made. So I log into the DSL Account a second time and now it works. Now here is my question. Why is Firefox disabled on startup? Some of us would like to use the browser offline. It should not lockup when the browser is offline. There are a lot of people still saving their documents in the HTML Format. It should not require a connection with a Server through the Internet in order to be able to view offline files.
