Stale dictionary and further action request

I have a few questions if you'd be willing to answer.

There have been some changes and new additions to the Croatian dictionary (https://github.com/krunose/hunspell-hr) and as such, the Firefox dictionary could be updated.

Can you confirm that the dictionaries and language packs are separate additions and that the dictionaries are used for spellchecking? https://addons.mozilla.org/en-US/firefox/language-tools/

When is the spellcheck dictionary installed, only when the user installs it or when the user installs a language pack?

In addition, the Croatian dictionary has not been active for the past eight years. What are your suggestions how to handle the situation? There is already a fork of the extension that is used as a pull request but has not been merged for years. https://github.com/krunose/mozillacroatiandictionary
