Print scaling issues with printing a PDF

I've had some issues with printing out PDFs so that the content takes up the entire page. Here is a example using an SRD from itch (they are free to download and it's a good site for getting rich PDFs to test with): https://stillfleet.itch.io/the-grit-system-srd

When I do Save to PDF, everything is fine:

However, when I switch to my printer, I cannot get the page to take up the full screen:

We tried with Chrome and FoxIt and both scale the image to the page and print out fine. I thought at first the PDF was funky, like maybe it was composed of JPEGs pasted on, but it seems to be a regularly created PDF with searchable text.

Ideally, both Fit to page width and Scale 100 should make the image take up the full width of the page.
