About downloading offline translation packs

The offline translation package download speed is too slow and sometimes fails in China. We hope Firefox can provide the offline package at https://ftp.mozilla.org/pub/. As far as I know, interface translation language packs can be downloaded separately from the https://ftp.mozilla.org/pub/, and we are able to download them successfully.

Yes, I can't download the offline translation pack because of network issues.

And there is the same problem here as well.
