Normally, when you select “reject” and “never ask again,” the preference should be stored in the browser’s site settings, preventing further prompts. However, if the browser cache, cookies, or site data are cleared (either manually or automatically), those settings can be lost, causing the popup to reappear.

when I opening a page, browser shows a popup saying the site requests gps location. I clicked reject and checked never ask again. But, each time I visiting the site, it always asking the same. Is it a bug?

Hi, is the question coming from the site in its own little panel, or from Firefox?

If you saved a site block in Firefox, it should be saved from session to session unless (A) it's a private window -- in that case, it's not saved to disk to avoid creating a trail of sites visited -- or (B) if Firefox is set to clear history when you close it and you included the "Site Settings"/"Site Preferences" category in the list of what should be cleared.
