Scaling tooltip font size with zoom level

By tooltip, I mean the popup text that is displayed when hovering over an image with text in the title attribute, a la xkcd comics. When zooming in on a page, either using the "View>Zoom>Zoom in" method or the pinch to zoom method, the text size and other elements increase in size as expected, but the tooltips remain the original size.

I know you can adjust the tooltip font-size using userChrome.css, but that only works if the font-size is specified with px or %. If I zoom in on a page, I want the tooltip font-size to scale up with the zoom, just as normal text does. Is there means to accomplish this with css or an addon?

I'd expect this might also be a accessibility issue for visually impaired persons.
