changes for 128 show the dialog for clearing user data now has the following entry

"temporary cached files and pages".

I have a problem with that. ALL CACHED FILES are TEMPORARY. Or, are there "permanent" cached files?

Type about:cache in the address bar, and take a look.

that doesn't tell me anything. it just gives information about the cached files.
