The bookmarks manager opens in a separate window, but it would be better if it opened in a browser tab, as the same settings are accessed in a tab, not a separate window. Additionally, there are some behaviors that can be confusing when interacting with bookmarks. It's not always clear what will happen when clicking on a bookmark, it can either be highlighted or opened, and when clicking on an empty space, the highlighting does not disappear, but the bookmark opens. When opening a bookmark, it opens on the currently open tab, which can be confusing if it's an important tab. However, when opening a new empty tab, bookmarks start opening in a separate tab. Moving a folder to a new location causes it to immediately open, which can be disorienting. It would be helpful if these behaviors were addressed to improve the user experience.
