So it looks like, Mozilla just assumed that the picture-in-picture setting was enabled for everyone.

Assumptions always lead to issues.

I can understand why someone tasked with explaining a feature that is enabled by default wouldn't think to add "If you do not see this icon, then you or someone with access to your settings probably disabled it. Here's how to turn it back on: [LINK TO SUPPORT ARTICLE]."
