css on local drive not loading since update

So I have a simple html and css file as my home page, just a simple form with my most use urls.
Since the last update if I open a new tab and click the home button it loads my index.html but ignores the css.
However, if I click the tiny Home tab, it shows correctly.
Weird bug, only started after last update, nothing has changed my end.
